Ukraine Enacts Strict 10-Year Sanctions Targeting Russian Logistics Fleet and Merchant Vessels

On May 23, 2026, Ukrainian President Volodymyr Zelenskyy signed Presidential Decree No. 426/2026, officially enacting the personal, special economic, and other restrictive measures determined by the National Security and Defense Council (NSDC) of Ukraine.
This comprehensive compliance package targets a strategic list of merchant vessels and shipping enterprises closely associated with Russia's shadow logistics networks. Investigations revealed that the designated assets regularly support logistics channels supplying military infrastructure, bypassing international embargoes. Most of these companies and their fleets are synchronized with maritime enforcement lists maintained by the US, UK, and European Union.
The sanctions are imposed for a strict duration of 10 years and entail an immediate operational shutdown inside Ukrainian jurisdiction, including:
  • Total Port & Waters Ban: Full prohibition on the entry of these foreign non-military vessels, warships, and aircraft into Ukrainian territorial waters and sea ports.
  • Asset & Financial Freezes: Complete blocking of corporate and physical assets, prevention of capital withdrawal from Ukraine, and immediate suspension of all economic and financial obligations.
  • Commercial Prohibitions: Total termination of trade operations, transport, or resource transit through Ukrainian territory, alongside a full prohibition on renting or privatizing state property.
  • Regulatory Cease: Immediate suspension of additional environmental, sanitary, phytosanitary, and veterinary controls typically applicable to active operations.
